I totally understand where you are coming from and definitely pimples on the head are very irritating.
Check your soap or other products you are using. You may be sensitive to some of their ingredients.

it’s ridiculous, i can’t shave my head without it looking like i have a pimple mania going on. i honestly get sad because i have to wear a hat or not go out at all.
